I, HORACE PERCY SMITH, of Victoria in the Colony of

Hongkong, Chartered Accountant, do solemnly, sincerely and

truly declare and say as follows:-

I am a natural born British subject, having been

bern in Wolverhampton, England, of British naxente.

I have read the Memorial and Petition of Hackertich

Cyril Owen for a Certificate of Naturalization dated the lfth

day of Neverber 1917 and nce produced and shown to me and I

verily believe that all the statements therein are true ard

that the said Maokertich Cyril Owen de a person of very rood

character and loyal to the British Crown.
